IS IT TRUE…
…that Portland, ME has a municipal shelter that vets Neighbors in Need at a separate location and transports only those from Portland to the shelter, which is in a private, remote location?

…that when Operation In From The Streets (OIFTS) started, it placed 25 of the most challenging Neighbors In Need into individual motel rooms, provided services to each, and by the end of 3 months, 18 had been placed in housing or a program?

Yes, if every town engaged their churches to respond in a customized way to Neighbors in Need, there would be no need for an institution.
